- Proposing regulatory and operational rules related to aircraft airworthiness, flight operations, safe transport of dangerous goods, aircraft noise, aircraft engine emissions, and associated procedures, updating them in accordance with the requirements of the International Civil Aviation Organization (ICAO) and the Civil Aviation Law and its executive regulations. - Conducting inspections of national and foreign aircraft operating in Libya and ensuring compliance with the required level of aviation safety and conformity to local and international standards. - Implementing procedures for reserving, registering, and canceling civil aircraft registration marks in accordance with prevailing legislation. - Managing the issuance, approval, and renewal procedures of aircraft registration certificates, airworthiness certificates, and noise certificates for civil aircraft. - Executing procedures for issuing of the Air Operator Certificate after meeting the necessary requirements according to applicable legislation. - Approving designs, certifying engineering works, modifications, and repairs on national aircraft. - Monitoring aircraft type certificate information, its modifications, and issuing acceptance certificates accordingly. - Inspecting and certifying aircraft maintenance organizations domestically and abroad, as well as supervising and approving their maintenance activities. - Conducting continuous aviation safety inspections on aircraft operating at Libyan airports regarding operations, maintenance, and flight crew organizations to verify possession of valid licenses and documents, compliance with legislation, as well as oversight of ground services and handling companies. - Managing procedures for issuing export certificates for aircraft and their spare parts. - Issuing or approving service bulletins related to aircraft types issued by contracting states' authorities. - Monitoring foreign aircraft operating in Libya through national operators, with special attention to their maintenance locations and crew training and qualification. - Inspecting institutions for training flight and ground crews and flight simulators for evaluation purposes, in coordination with the Examination and Licensing Office of the authority. - Approving and monitoring individuals and organizations authorized to perform certain tasks on behalf of the administration. - Participating in local and international conferences, seminars, and workshops.
