Throughout our history, the Libyan Civil Aviation Authority has been dedicated to
Airlines and Travel Agencies Section
- Monitoring the implementation of the Civil Aviation Law and the decisions and recommendations of international and regional civil aviation organizations. - Issuing permits for scheduled and charter flights of national and foreign airlines, and permits for landing and overflight of foreign military aircraft and official delegation aircraft after ensuring compliance with the required conditions. - Facilitating the operations of air carriers, managing their offices, and employing foreign staff according to the applicable laws and regulations. - Monitoring the services of national and foreign air transport companies at Libyan airports and their compliance with local and international rules and instructions. - Cooperating and coordinating with all departments in the Civil Aviation Authority in the execution of their responsibilities. - Working on developing all services provided by air carriers and their agents and taking the necessary measures to achieve this. - Participating in the inspection of aircraft leased by national air transport companies, preparing reports, and expressing opinions on their airworthiness and conformity with international standards. - Registering civil aircraft and issuing or canceling registration certificates if necessary. - Carrying out procedures for issuing licenses to establish and operate air routes. - Approving schedules and timetables for the operation of national and international airlines. - Collecting data related to air traffic at Libyan airports. ** For Landing or Overflying request , please contact - Emails :- ops.airtransport@caa.gov.ly - Copy ( CC ) to:- atd@caa.gov.ly - Fax :- +218 21 361 8075 - Phone :- +218 21 7162288
Bilateral and International Agreements Section
- Monitoring and coordinating international relations in the field of air transport in cooperation with all relevant authorities. - Monitoring and coordinating affairs of international and regional organizations and bodies in the field of air transport. - Monitoring Libya’s membership in international and regional organizations and bodies for air transport and the related implementation procedures. - Studying international civil aviation and air transport agreements and treaties, their amendments, and recommending whether to join them or not. - Preparing for negotiations to conclude bilateral and multilateral treaties and agreements for scheduled and non-scheduled air transport or to amend them, and drafting the outcomes to complete the procedures. - Participating in international organizations concerned with civil aviation and air transport, attending their meetings and conferences, and following up on their activities. - Taking measures to approve agreements or commercial arrangements concluded between national and foreign air transport institutions and companies according to relevant regulations and instructions. - Ensuring the application of standard rules and principles on facilitation and aviation security to facilitate and secure airline operations according to the provisions of the Chicago Convention and its annexes, as well as other agreements and treaties to which Libya is a party. - Ensuring the application of international rules and principles established in various fields of air transport set forth in treaties and international resolutions issued by conferences and international organizations concerned with civil aviation and air transport, to which Libya has acceded.
Air Transport Economical Studies Section
- Preparing studies and research related to air transport policy. - Preparing economic studies on air transport traffic in Libya, its trends, demands, and operational methods. - Preparing studies related to air transport fares, cargo charges, proposing domestic air transport prices, and issuing recommendations on them. - Studying investment and cooperation agreements concluded by national airlines, providing observations, and approving them in their final form. - Preparing studies on evaluating economic air sectors for the purposes of exchanging commercial air transport rights, air carriers operating in Libya, and their agents, and maintaining records. - Developing precise systems and designing models for data collection and surveys on air transport movement at airports. - Reviewing requests related to the establishment of national airlines and travel agencies, providing opinions, and taking procedures related to establishing joint air transport companies with other countries, in coordination with relevant authorities. - Issuing periodic statistical reports and informing concerned bodies and regional and international organizations in cooperation with related departments. - Reviewing companies’ sales surpluses after confirming their financial liabilities, in coordination with the authorities responsible for revenue affairs at the Civil Aviation and Airports Authorities. - Analyzing and extrapolating statistical data on air transport movement across various sectors, proposing the optimal number and timings of flights for services and the capacity offered to achieve economically sound operation of national carriers. ** Please send your Statistics periodically (on Monthly basis) to the following - Email : ate@atd.caa.gov.ly
