1Part SAR 2023This Libyan Civil Aviation Regulation Part-SAR (Search and Rescue) prescribes the requirements for all organizations and entities that are delegated by the Authority to provide search and rescue services for domestic and international civil aviation Aircraft operating in the Tripoli Flight Information Region (FIR). For purposes of this regulation, the delegated search and rescue organizations and entities are Hereinafter referred to as “the Delegate”.
2Part ATS 2023This Libyan Civil Aviation Regulation – Part Air Traffic Services (LYCAR – Part ATS) prescribes guidelines, rules and procedures for the provision of Air Traffic Services in order to ensure safety, regularity and efficiency of air navigation within the airspace jurisdiction of the State of Libya. This covers the rules and regulations for Air Traffic Service within the Tripoli Flight Information Region
3Part MET 2023The Libyan Civil Aviation Regulations – Part Aeronautical Meteorological Services (LYCAR Part-MET) describes the requirement of Aeronautical Meteorological Services providers. The regulation contained herein is in conformity with ICAO Annex 3, ICAO standards and best practices.
4Part ROA 2023The regulation contained herein, shall be cited as The Libyan Civil Aviation Regulation, Part Rules of the air (LYCAR Part-ROA), is in conformity with ICAO Annex 2 and ICAO Annex 6. It forms the basis of general operating and flight rules for the State of Libya aviation environment and ensures the safe operation of aircraft.
5Part CHARTS 2023This Libyan Civil Aviation Regulation – Part Aeronautical Charts (LYCAR – Part Charts) prescribes the requirement for the certification and operation of organizations providing the aeronautical chart services for Libya on behalf of the Authority and applicable actions that can be enforced by the Authority against recognized actions of non-compliance.
6Part AIS 2023This Libyan Civil Aviation Regulation – Part Aeronautical Information Services (LYCAR -Part AIS) prescribes guidelines, rules and procedures for the provision of Aeronautical Information Services in order to ensure safety, regularity and efficiency of air navigation within the airspace jurisdiction of the State of Libya. This covers the rules and regulations for Aeronautical Information Services within the Tripoli Flight Information Region.
7Part IFP 2023This Libyan Civil Aviation Regulation Part-IFP (Instrument Flight Procedures) Prescribes the requirements for the rules governing the certification and operation of organizations that provide services for the design and maintenance of instrument flight procedures and the technical standards for the design of instrument flight procedures.
8Part CNS 2023This Libyan Civil Aviation Regulation – Part Aeronautical Telecommunication Services (LYCAR – Part CNS) prescribes guidelines, rules and procedures for the certification and operation of organizations providing aeronautical telecommunication services (CNS: Communication, Navigation & Surveillance) in the Tripoli flight information region and for the operation and maintenance of aeronautical telecommunication facilities.
