Air Carriers
The Standard Requirements for granting Air Carrier business permission in Libya.

- Apply in writing a request to The Director of Air Transport Management.
- Copy (as original) of Memorandum of Company Association certified by tax, with a copy of proof of identity of the founders (ID card or passport).
- Headquarter documents (proof of ownership or tenancy contract certified by tax with sketch showing the location of the site and property facilities.
- Copy (as original) of the Company Primary System
- General Assembly Minutes of Meeting
- The organizational structure of the company functions and duties for all departments and offices, according to the organizational structure.
- Copy (as original) of the Commercial Registration
- Copy (as original) of the Chamber of Commerce.
- Copy of the company registration in tax authority.
- Certificate of tax payment since the founding of the company and direct its activities.
- Career Level of the company according to the criteria laid down for recruitment airline certified by the Ministry of Labor.
- Staff Insurance.
- Provide economic feasibility study for the operation.

Ground Handling Services
The Standard Requirements for granting Ground Handling Services business permission in Libya.

- Apply in writing a request to The Director of Air Transport Management.
- Copy (as original) of Memorandum of Company Association certified by tax, with a copy of proof of identity of the founders (ID card or passport).
- Headquarter documents (proof of ownership or tenancy contract certified by tax with sketch showing the location of the site and property facilities.
- Copy (as original) of the Company Primary System
- General Assembly Minutes of Meeting
- The organizational structure of the company functions and duties for all departments and offices, according to the organizational structure.
- Copy (as original) of the Commercial Registration
- Copy (as original) of the Chamber of Commerce.
- Copy of the company registration in tax authority.
- Certificate of tax payment since the founding of the company and direct its activities.
- Career Level of the company according to the criteria laid down for recruitment as a Ground Handling Company certified by the Ministry of Labor.
- Staff Insurance inside airports.
- A list of all existing equipment and contract and proof of ownership and operation guide for each airport
- The Annual Company Training Plan.
- The Addresses of the company Sub-offices in the Libyan airports listed with the number of employees.
- Payment of the prescribed fee 503.00 LD (in the case of renewal paid value 252.00 LD)

Air Services Agency
The Standard Requirements for granting Air Services Agency business permission in Libya.

- Apply in writing a request to The Director of Air Transport Management.
- Copy (as original) of Memorandum of Company Association certified by tax, with a copy of proof of identity of the founders (ID card or passport).
- Headquarter documents (proof of ownership or tenancy contract certified by tax with sketch showing the location of the site and property facilities.
- Copy (as original) of the Company Primary System
- General Assembly Minutes of Meeting
- Copy (as original) of the Commercial Registration
- Copy (as original) of the Chamber of Commerce.
- Certificate of tax payment.
- A list of employees determine the function and nationality of each of them .
- A copy of contract with the airlines operating in Libya or Agencies (requests within 6 months from the date of adoption of Practice)
- Payment of the prescribed fee 503.00 LD (in the case of renewal paid value 252.00 LD)

Travel Agency
The Standard Requirements for granting Travel Agency business permission in Libya.
- Apply in writing a request to The Director of Air Transport Management.
- Copy (as original) of Memorandum of Company Association certified by tax, with a copy of proof of identity of the founders (ID card or passport).
- Copy (as original) of the Company Primary System
- General Assembly Minutes of Meeting
- Copy of Practicing Tourism Permission.
- Copy of Negative Certificate.
- Copy (as original) of the Commercial Registration
- Copy (as original) of the Chamber of Commerce.
- Certificate of tax payment.
- Headquarter documents (proof of ownership or tenancy contract certified by tax with sketch showing the location of the site and property facilities.
- A list of employees determine the function and nationality of each of them .
- Payment of the prescribed fee 503.00 LD
